How does work flow in this system?
The budget cycle starts with one card per line item or department in the “Estimate” column, where departments submit their estimates with amounts, justifications, and assumptions; then moves to “Review,” where the financial analyst examines them and challenges rosy or incomplete assumptions; then to “Approval” for management's final decision on each line's amount. After approval, cards move to “Monitoring,” where actual spend is compared against the approved amount every quarter; any line that overshoots or falls behind plan moves to “Variance” to study its causes, then to “Decision,” where the action taken — reinforcement, reduction, or reallocation — is documented, and the “Report” summarizes the quarterly position for management.
The Forum is the documented negotiation space over numbers: each department manager defends their estimates in a dedicated topic with figures and justifications, and assumptions and priorities are debated transparently instead of closed sessions whose arguments evaporate. Dues records the approved amount for each line and updates it with actuals quarterly, privately — so variance shows up as a number, not an impression.
Work flows from department managers submitting and defending estimates in the Forum, to the financial analyst who audits, reviews, and raises recommendations, to leadership for approval; the analyst then leads the quarterly monitoring and classifies variances, and resulting decisions are documented on the cards and in the Forum so everyone knows what was decided and why.

1. No line item outside the budget: any spending need is logged as a card in “Estimate” with its justification before any commitment. 2. Justifications and assumptions are documented in the Forum, not in verbal meetings — what isn't written wasn't discussed. 3. Approval and variance-handling decisions are recorded in the “Budget Decisions” section on the day they're issued, with their reasons. 4. Approved and actual amounts for every line are updated in Dues at least one week before each quarterly monitoring. 5. Any variance crossing the agreed threshold moves to the “Variance” column the moment it's spotted, and stays without a decision for no more than one quarter.
