How does work flow in this system?
The annual plan starts with one card per need in the “Need” column, raised by department managers: title, headcount, justification, and required timing. Cards move to “Prioritization,” where they're ranked by business impact and the urgent is separated from the deferrable; then to “Budget,” where each position's full cost — salary, allowances, insurance — is calculated and compared against the available ceiling. After finance's study, cards move to “Approval” for management's final decision, then “Hiring,” where approved positions become actual requisitions tracked through to start dates; and the whole plan is reviewed in the “Quarterly Review” every three months to adjust course based on execution reality.
The Forum is the documented negotiation space between planning and departments: each department manager presents their need with its justification in a topic, and priorities and alternatives — deferral, redistribution, outsourcing — are debated in full transparency instead of meetings whose decisions evaporate. Dues records each position's approved and actual costs privately, so the planning manager and finance see actual-versus-planned cost variance the moment it happens.
Work flows from department managers raising and justifying needs in the Forum, to the planning manager who ranks priorities and computes costs with finance, to leadership for approval; then every approved position becomes a requisition handed to the talent acquisition team, and actual hiring results come back to be compared against the plan in the quarterly review.
